The purpose of the business course is to develop human resources in the vorder region, by supporting enterprising citizens from the both sides of the Danube, in their wish to start and develop their own business.
Having the purpose of facilitating the development of basic business skilss, the course should cover the following subjects: Small and medium enterprises – a preliminary condition for developing the business spirit; business planning; business strategies; the ecternal environment of small and medium enterprises; the governmental framework and the institutional support for promoting and developing small and mediul enterprises from Bulgaria; small business information support (of using calculus and communication technology in the management of small companies); errors in the management of small and mediul enterprises; practices; social responsibility oif the entrepreneur; chosing the form of registration; registration procedures for a certified natural person, a company; the most important steps for the registration of the company; ensuring certified natural persons, owners, shareholders and company managers, ensurance offered to employees; tax legislation.

This service will guide the future business people to appropriate financing sources, like business and credit promotors and other means for obtaining financing in the border region.
In order to apply this service, one must firstly use the existing experts in the area; besides that, a person can make their own studio, and elaborate a data base with contacts from the credit organisations, the foundations that support start-up businesses, business incubators, etc; the clients whousl receive flyers, brochures, catalogues and guides containing this type of information, along with a description of the existing national and European financing programs.


Information about available workplaces

This service will provide information to the beneficiaries regarding the available workplaces from both sides of the Danube, thus stimulating the mobility of employment in the border region.
Putting into practice this service will require contact with the local employment agencies and regularly updates of the advertisments for available jobs. This information can also be obtained from the websites of the employment offices from the border region. Based on this information and on direct contact with the companies, there will be a future design of a database with available jobs, which will be periodically updated. Making advertisments, information bulleting, advertisments or other means for informing the interested beneficiaries.
Information regarding the available jovs will be circultated through the organisation’s information channels – website, Facebook, e-mail lists of the people requesting a workplace, etc. It is possible that, in some cases, assistance from the local media might be requested.


Making contacts with potential employers        

 

The purpose of this service is to help citizens from the border region in the process of searching a workplace. A connection between the people requiring a job and the employers from the region is being made though this service. In order to allow the applicants for a workplace to profit from the employment opportunities from the entire border region, this service should be supplied in Bulgarian and Romanian.
Moreover, it should encourage and promote the mobility of the workforce in the border region.
Putting this service into practice includes: knowledge about the personal and professional particuliarities of the applicants from the border area; identifying the appropriate areas for carreer development of the people and leading the respective companies towards the border area; sending the Curriculum vitae and the letter of intent, along with references from the logistics center to potential employers. In order to make this service, it is required to establish early contacts with local employment agencies. It would be useful to make a list of existing national and European employment programs and to aim the elements that are found in these programs.


Making connections with professional training centers

This service will help the citizens from the region in the process of improving professional qualifications. In this service, the center will act as a mediator bwteen the beneficiaries and the professional training centers, supplying accurate information regarding the continuous training from the region.
Putting this service into practice will require making a database and working with professional certified training centers, that offer a wide range of opportunities for improving the wualification fo the workforce in the border region. A catalogue with all the professional training centers from the region will be made based on this information. It can be issued on paper or, in order to ease its update, it should also be in an electronic version. The electronic version of the catalogue will be published on the center’s website, thus offering acces for the interested parties. It would be good if the beneficiaries could supply information regarding the various free qualification programs, implemented through the national or European funds.


Assistance in ellaborating document for job applications

 

The purpose of this service is to help job applicants from the border region, by giving assistance in making and preparing the necessary documents for applying at a job.
With the help of a specialist/technical assistant, the documents are filled in, according with the requirements, when there is an application for a job. This can be made during a real meeting with the client or on-line and it shouls be able to be made in Bulgarian and Romanian.


The characteristics of the workforce in the border area

This service is made up of updated information regarding the primary characteristics of the employment market – of the employment demand and offer, the primary fields and necessary skills that the local enterprises need, the salary levels from the industry and other forms of employment offered in the border region. The service should cover the border regions from both sides of the Danube river and be accessible for the citizens in Bulgarian and Romanian.
The information will help the citizens from the border region in the process of looking for a job. It will guide them in choosing the areas for professional accomplishment, training and professional reconversion. In order to apply this service, it is necessary to obtain the accurante and detailed information regarding the characteristics of the employment market from the area. For this purpose, various sources of statistical information will be used regarding the demand for specialists, for seasonal labourers, as well as for the remuneration depending on the district, and regarding the future trends from the border region. It would be better when supplying this kind of information, to also use direct observations of the center’s experts in their work with the local companies. There should be an exchange of accumulated information regarding the performances of the services and their coverage in a synthesis of the present situation. Based on an analysis, district brochures and flyers should be elaborated. One should call on the services of a specialized advertisement house for the design and printing of the brochures.
